Jubilee Park is situated in the heart of Waterlooville, Hants, and is a well-used and loved playing field. The playing fields are often used for community events and are also home to a MUGA, Skate Park and numerous sports clubs such as Bowls and Cricket. Havant Borough Council has previously preferred to use metal play equipment for their play spaces due to past experiences using timber. However, in 2021 eibe Play arranged site visits of three play spaces around Fareham with the Park Officers for Havant Borough Council. Fareham Borough Council installed these play spaces over two years, which previously had the same opinion. All three of these destinations play spaces have been
a great success and changed Fareham Borough Councils’ mindset on the quality and durability of timber play equipment. After visiting these play areas with eibe Play and speaking to the council members from Fareham Borough Council, the council saw the quality. It felt the durability was suitable for both parties to feel confident enough for eibe Play to tender for any of their play area refurbishment schemes. A few months passed, and then eibe Play received the tender paperwork for the exciting redevelopment of the Jubilee Park Play Area. We were highly excited to tender for this scheme, and after a site visit, to better understand the requirements and the playing space as a whole, eibe Play started the design stage of the tender submission. We felt this play area, especially the local community, deserved a WOW factor play area to fit in with the destination feel for the rest of the park. This was at the forefront of our minds with the initial design work. We also thought that the play area needed to represent elements of the nature found around the park, which would help with the theme of the play area and educate the local children. However, this can be seen
all around the play area, with the theming within the wet pour surface. The play area also needed to be inclusive and include play equipment that children of all abilities can use. The play equipment eibe Play has chosen for this play space included elements designed for reasonable access for all users; however, it also allowed all children to play together without being singled out. This can be seen in particular with the inclusion of the Inclusive Floor Roundabout and the Play Unit Lauren which has an accessible ramp leading up to the main platform, surrounded by play panels. Another critical factor when designing any play space is accessibility for all users. Therefore, we have created all the play equipment accessible via a hard-standing surface. Which also helps the equipment to be used all year round. In February 2022, eibe Play was excited to hear the news that we had been awarded the contract for the refurbishment of Jubilee Park Play Area. The work commenced in April 2022, with a predicted finish date of the May bank holiday weekend. With much hard work, we managed to meet this deadline, where
the play area was opened to many excited children keen to use the great new play equipment the play space had to offer. eibe Play was keen to support the council and the Friends of the Park group to create a grand opening worthy of this great new play space. Therefore, eibe Play donated balloons, ribbons, bunting and goodie bags for the first children to use the play area. Eibe Play is looking forward to a fantastic working relationship with Havant Borough Council to ensure the play space is a success and well-loved by the local community for years to come.

High Density Polyethylene (HDPE) sheets are extruded and co-extruded thermoplastic materials that are used worldwide in the manufacture of panels and components for the Playground, Sport, Leisure and Recreation Industries. The versatile properties of this material, including UV stability, make it resistant to fading, moisture, weather, stain and graffiti. The perfect choice for outdoor environments. HDPE is easily routed or engraved using current CNC technology, in the case of 2-colour sheet options, you can remove the outer colour and revealing the colour inside to create almost unlimited design capabilities. Increasingly used across a wide range of industries and applications, HDPE panels are being used to replace timber and composite panel components. Whilst the initial cost of these materials may be lower, the long-termmaintenance requirements and shorter life expectancy make their choice a false economy. Surfacing Rubber Bonded
Tested and compliant with EN1177 (certificate available upon request) Rubber Bonded Mulch is:

Rubber Mulch - A unique process that starts with recycling solid rubber that otherwise would go to landfill; consistent control of this process provides us with a carefully blended flat shred, which is then coloured with our unique encapsulation process that not only gives us a natural looking surface, but one that is soft and flexible, long lasting and bonds perfectly. Binder - A specially developed PU binder that is designed to work in cooperation with the shred size, the colouring process, and the requirements of a strong, yet flexible bond. This mixture is then simply spread out with a trowel. As this bonded shred system is self-supporting it requires no digging of foundations and the lack of large or heavy equipment makes it cost effective for even small or difficult access areas. Moreover it will easily work directly onto almost any existing ground conditions including grass or soil, old tiles or wet pour, crushed aggregate or concrete; it will follow the natural sloping contours of the ground and / or absorb undulations and can even be spread directly over tree roots and around plants.

All eibe equipment comes with it’s own unique set of installation instructions these not only guide the installers to make sure the equipment is installed exactly as it was to get it’s TUV certificate but also to number and label every part of the unit for easy effective installation. This means ordering spare parts is a quick and effective even if the product is modified over time. The installation instructions always remain unique to you.

Construction Method Statement
The site security etc are detailed below. These are our provisional plans and will be confirmed with you prior to commencement on site.
Health and Safety – Our Projects team is trained to and are operating in accordance with the 2015 CDMC Regula- tions. We will create a CDM Phase Plan and Risk Assessment and Method Statement (RAMS) which will be agreed prior to commencement on site All goods supplied or work carried out will conform to the relevant EN1176 and EN1177 standards where appli- cable, as detailed in your specification. We are registered under the SSIP approved CHAS scheme and are members of Construction line (No 72499) ▪ Proposals phasing and safe working zones during construction. We intend to use a local installation team to ensure the site is completed on time. Our team has many years of experience installing similar sites for eibe. Site Management - A site-based Foreman is responsible for the management and supervision of all on-site op- erations and personnel, overseen by eibe’s SMSTS qualified Projects manager supported by Office based staff and the Regional Play Consultant. Our site foreman is SSSTS qualified. All personnel will undergo a site induction prior to gaining access to the site. Security, Storage and Site Establishment - Heras fencing (double-locked) will be erected for the duration of works. All equipment will be stored within the site boundary. Smaller items and tools are stored in vehicles. Site Access and Deliveries - We plan for all equipment and goods being delivered on vehicles where it can be of- floaded using suitable plant and transported to an appropriate location within the working site/compound area. Appropriate site rules will be adopted for the movement of equipment on and off Lorries, and the movement of equipment to and from the installation site location. We plan to undertake these activities during quiet periods of the day, wherever possible, using at least one banksman and appropriate signage erected. Signage - Required HSE signage will be used; - Health and Safety, Access, Speed Limits, Danger Construction Site, etc.
eibe is a member of the Association of Play Industries (API) and is committed to work with you to deliver your playground project in the timescales proposed and to the required high-quality standard. We confirm that we have visited the sites, reviewed and analysed your requirements so that we have a detailed understanding of the scope of these requirements. Stakeholder Liaison. We encourage regular communication with our clients/stakeholders to ensure that current information is available to all who require it. This keeps everyone informed and ensures that any issues such as Health and Safety are addressed and resolved before they become significant. During the lifecycle of a project, regular external and internal project meetings are held including the weekly meetings with you. The agendas will include; progress, programme, H&S, quality, variations, KPIs and any issues or complaints. In addition, the internal meetings will also include the financial reporting and planning aspects. All eibe contracts are organised and overseen by our projects team in accordance with our ISO 9001 accredited quality management system, and operates in accordance with the Construction Design and Management (CDM) Regulations 2015. They are responsible for the logistics and organisation of all contractual elements and areas related to works programming, method statements/risk assessment, supplier and on-site management, on-site meetings and all other aspects of operational works to ensure the successful delivery to the high level of con- struction quality required. We maintain a close and professional working relationship with customers throughout the project and we will provide weekly reports and review the proposed schedule of works and major milestones through to comple- tion. The project manager contacts the site foreman daily to ensure that he is aware of the current status and gaining prior knowledge of potential delays or H&S issues and updates regarding the progress of the installation. Our of- fice teammaintains regular contact with the client, installation teams, suppliers and service providers ensuring a smooth project delivery. Daily contact with our installation teams means we can spot potential problems and resolve them before they become tangible issues. Their progress is documented by uploading photographs of the work accomplished during the day. The projects manager will visit the sites during the installation phase and the Projects team holds a daily meet- ing to discuss each project. On completion of the installation, an independent inspection by an accredited RPII body will be undertaken as a prerequisite to your acceptance of the site.

eibe Play Ltd History and Experience. eibe Play Ltd is a UK company. For over a quarter of a century, we have been delivering high quality play areas around the country. Using our experience and expertise in the design, manufacture and installation of play- ground equipment and landscaping, we work with both the public and private sector in accordance with BSEN 1176 and BSEN 1177. Since August 1991, we have been producing innovative play spaces and can list many thou- sands of satisfied customers amongst our diverse and sector-wide portfolio. eibe directly employs 15 staff across various departments and key job roles. With a wide range of experience across multi-disciplines, the team has grown the UK business into one of the leading play companies within the industry. We are a member of the API (Association of Play Industries – UK). Delivery Team David Hibberd – Head of Design. An extremely experienced design and graphic specialist within the play indus- try, David has been at eibe play for over a decade. Managing the design output of the business for much of that time, he now has three full-time designers working under him to produce alternative and inventive ideas. Gemma Few - Project Manager Gemma joined eibe Play Ltd in 2021. She leads the project side of the business using her organisational and structural management skills resourceful to the business. Gemma’s background in sales and customer service means she can work very closely with all key stakeholders in the business to achieve the best results for our customers. Gemma manages the project team and ensures that the desired results from our customer briefs are achieved in an efficient and stress-free way. She provides the right planning, direction and strategy to help sup- port her project team and is SMSTS Qualified. The high-profile projects at Thorpe Park, LEGOLAND and Paultons Park are indicative of the strong presence that eibe now have in the marketplace. Under Gemma’s management guidance, the project team are responsible for the smooth transition of your play area from concept to reality. LiamWalsh- Project Coordination Manager. After gaining valuable knowledge and insight with 7 years’ opera- tional, contractual and commercial experience, Liam has a vast knowledge of leading & delivering projects to an exceptionally high standard, on time within a fast-paced environment. Liam is Project Coordination Manager for eibe and is responsible for numerous projects where eibe has been the principal contractor under CDM 2015 regulations. Liam holds an IOSH Managing Safety qualification and is responsible for putting in place the safe- ty aspects of our installations. Liam is no stranger to high profile projects and has personally managed those in Stratton Bates in Alresford, Canal Fields in Dacorum, Thorpe Park, and two large schemes, Emslie Horniman and Linden Lodge school in London. All schemes under Liam`s guidance are handled in accordance to strict dead- lines with detailed planning and organisation
Trevor Austin – Assistant Projects Operations Manager. Trevor is responsible for processing orders and dealing directly with suppliers and clients. Utilising a variety of relevant, professional skills gained within eibe, Trevor enjoys the diversity and challenge of incorporating his projects and customer support experiences, utilising his eagerness to learn more about project and upper management while problem solving. Trevor is SMSTS quali- fied, is a Prince II and Agile PM Practitioner. He has worked on many projects from Stratton Bates in Alresford, Canal Fields in Dacorum, Lympstone in Devon, liaising with installers and procuring products & materials. He visits sites to ensure that the high standards of installation expected by eibe & project timescales are being met. Trevor is responsible for customer liaison, project timeline coordination, generating CDM Documentation, max- imising performance ensuring benefits for both eibe and the client. Ryan Bayliss - Site Foreman. On successful award of tender eibe will plan in the installation with our premium installation team. Our Installer, Ryan, is our most senior installer and has worked on 100’s of eibe playground in- stallations over the last 15 years most of this time he has been responsible for site supervision in his role as site foreman. He holds an SSSTS qualification and is responsible for providing our customers with a range of services from playground inspection in accordance with BSEN 1176 and 1177 to the installation of outdoor play areas. Quality Assured: Regular H&S training is provided for the Onsite team in line with the HSE Standards. It is key for us to provide and maintain installation Method Statements and Risk Assessments leaving a clean bill of health from the independent inspection. His team are trained and qualified to undertake the works using necessary plant and tools.

Please note that the Guarantee period will commence following completion and contract sign-off. For guarantees to remain in effect for their duration the Customer has a responsibility to adopt a suitable maintenance regime for all aspects of the play environment (please see eibe’s recommended maintenance below). All inspection and maintenance undertaken by the Customer, or by others on the Customer’s behalf must be recorded, detailed and documented. Maintenance records will be requested when a claim against eibe’s guarantees are made. Where inspection and maintenance records cannot be produced then eibe will not be responsible for honouring the guarantees offered. On the basis that recorded inspection and maintenance documentation can be produced then eibe will uphold the guarantees offered. Misuse of any aspects of equipment or the play environment, acts of vandalism/anti-social behaviour, or general wear and tear through frequent use is not covered by the guarantees.
Spare parts are made available for the life of all eibe equipment, whether the requirement is to replace a single element or an entire unit.
With respect to the lead times associated with spare parts, these are as follows:
• 24/48hrs – For standard screws and fixings etc. • 1 Week – For elements such as swing seats, connection elements, ropes etc. • 3 Weeks – For structural posts, slides etc.

Aftercare and Maintenance Maintenance
Support
eibe supplies all relevant installation and maintenance instructions for each piece of equipment . This references the information provided above and in addition, provides specific requirements for the item of equipment. Combining the installation and maintenance instructions ensures that individual parts can be clearly identified and provides an understanding of how the equipment is assembled which will assist with any maintenance requirements. Where required, eibe supply specialist tools in order to carry out the required equipment maintenance – examples of this include specific drill/screw pieces in order to tighten anti-tamper fixings. Should the Customer wish to receive installation/maintenance instructions for each piece of equipment suggested as part of this tender response, these are readily available.
eibe playground equipment is designed and manufactured with a minimummaintenance requirement. Inevitably with any play equipment, maintenance activities will be required and shall be undertaken to ensure equipment longevity and to maintain compliance with the relevant standards. The following regime is recommended for all eibe play equipment:
Quarterly Checks
We recommend that a thorough check of all play equipment and entire play areas are conducted on a quarterly basis. Checks should include the above and, in addition, should include checks to ensure that all fixings are tight using the correct tools and correcting where not. In addition, undertaking a more thorough check to identify any wear to any moving parts, ropes, or fixings, and where appropriate taking remedial action.
Annual Checks
We recommend that an annual inspection is carried out, which would include the above recommendations. In addition, eibe advises that a qualified Independent Inspector carry out an inspection and produce a report of the play area and equipment to ensure that all elements remain sound, and in line with the appropriate standards. Where potential issues are highlighted then remedial action shall be taken. Please note that the above information is based upon eibe’s experience and recommendation only. Each play area and item of play equipment is different; therefore the Customer should instigate an appropriate maintenance plan, taking into consideration this guidance to ensure that all play areas and play equipment remain available for use. Based on experience, equipment is likely to require more regular maintenance during the first three months following its installation. This is on the basis that the equipment is adapting and acclimatising to its environment, and in addition during this period the amount of usage is likely to peak. Therefore, maintenance teams should plan for this and react accordingly. Whilst all types of equipment, features and elements within a public open space are potentially at risk from damage and wear from excessive use, eibe ensures that through careful design, quality manufacturing and extensive experience in developing public play environments, our product characteristics are: All materials used are of the highest quality, and designed specifically for heavy and potential inappropriate use. All appropriately treated where possible to be fire retardant All include anti-tamper fixings All equipment is modular allowing individual components to be replaced separately All fixings and areas for maintenance are assessable and can be reached without the need to remove sections of equipment Durability
Aftercare
eibe can provide aftercare services; not just parts supply, but inspection and assistance with future maintenance. In addition to the recommendations on maintenance and the supply of documentation needed to conduct and carry this out, eibe will appoint a dedicated Play Consultant in order to assist with any questions, queries, or issues which the Customer may have following contract award and project completion. Your Play Consultant will be your main point of contact for any contract related queries. This will provide you with a single point of contact rather than numerous, ensuring clear and consistent lines of communication for all contract queries, which may include meetings, site visits, phone and email communication. The Play Consultant will be supported by our Project Manager and Project Administration team to ensure continuity of service and after care during the contract delivery stage and beyond.
